First time buyer programs are readily available with the California Housing Finance Agency or CLHFA. These loans require the buyer to have never owned a home before and they must qualify via credit scoring and income verification. Financing is available at up to 103% of purchase price at below market interest rates. Family income cannot exceed $117,300.
